Basement bedroom code compliance
Calling a basement room a bedroom on a listing, or renting it to a student, takes more than a closet and a bed. Here's what usually comes into play.
Many St. Cloud homes have a basement room that has been used as a bedroom for years without an escape window. Buyers, appraisers, insurers and inspectors all care about whether it truly qualifies, and more importantly, a sleeping room without a way out is a real fire risk.
What makes a basement room a legal bedroom?
For egress, DLI's code summary says every sleeping room needs at least one operable emergency escape and rescue opening, and when a basement has bedrooms, each one needs its own. The window has to open from inside without keys or tools and meet the size and sill-height minimums. DLI also notes that alterations to an existing basement don't require an escape opening on their own, but a new sleeping room in an existing basement does, unless the house qualifies for the sprinkler exception.
What else will the city check?
St. Cloud's basement finish handout says smoke and carbon monoxide alarms must be brought up to current code throughout the whole house. Smoke alarms go in each sleeping room, outside each sleeping area and on every level, interconnected when more than one is required. CO alarms go within 10 feet of each sleeping area and on every level with bedrooms. Finished basements also need separate electrical, plumbing and heating permits for that work.
A checklist for planning
- Pick the wall for the egress window before framing the room
- Keep the sill at 44 inches or less from the finished floor
- Leave a clear path to the window, not blocked by built-ins
- Plan smoke and CO alarms for the whole house, not only the basement
- Ask the contractor or the city which inspections come first
Renting near campus?
St. Cloud's window handout notes the replacement-window exception doesn't apply when a local rental code requires an egress window. If you rent rooms to students or anyone else, check with the city's rental housing program before relying on an older window.
The contractor prices the job after seeing the wall, the yard and the room. We don't quote prices, and anything said over the phone before a site visit is only a ballpark.

Common questions
Can I list a basement room without egress as a bedroom?
It's risky. A room used for sleeping needs an escape opening under the residential code, and buyers or appraisers may not count it. Talk to your agent and the city.
Does a sprinkler system replace the egress window?
DLI lists an exception for homes fully protected by an automatic sprinkler system that meets specific standards. Most St. Cloud houses don't have one, so most need the window.
